Decriminalizing Pot possession in Philly

Signs of changing times still upon us...Mayor Nutter is working with City Councilman Jim Kenney to loosen the harsh grip of punishment of those with small amounts of Marijuana on them, essentially making it a citation with small fine. ( $25 for anything under an ounce). Smoking would be a $100 fine with community service hours as alternate punishment.
"Kenney says this approach will spare more than 4,000 people from being arrested each year, and will save the Philadelphia Police Department about $4 million a year." Plus no criminal record. All in all this seems to be the right move for any city especially when there are more larger issues to focus on.
